Libertad de Expresión en Internet
La UNESCO reconoce que la Internet tiene un enorme potencial para el desarrollo. Se ofrece un volumen sin precedentes de recursos de información y conocimiento y abre nuevas posibilidades de expresión y participación. UNESCO asuma su responsabilidad de promover la libertad de expresión en Internet y la ha integrado a su programa regular. El principio de la libertad de expresión debe aplicarse no sólo a los medios de comunicación tradicionales, sino también a la Internet y todo tipo de nuevas plataformas de medios de comunicación que sin duda contribuirá al desarrollo, la democracia y el diálogo.

Con el creciente acceso a la información en el ciberespacio, hay un aumento de límite de acceso y de información en el ciberespacio, hecho por una variedad de actores que tienen diversos objetivos y valores. Además de la característica transfronteriza de Internet, hay muchos factores que la configuración del nivel de libertad de expresión en Internet, y existen diversos enfoques de política que tienen repercusiones sobre la libertad de expresión. El verdadero desafío es aprovechar al máximo el potencial de los nuevos medios sin comprometer las libertades civiles, incluido el derecho a la libertad de expresión, a la educación y también a la privacidad.

UNESCO busca provocar el debate sobre una amplia gama de cuestiones relacionadas con la libertad de Internet a nivel mundial, regional y nacional. La UNESCO tiene la responsabilidad de explorar la evolución del marco legal y normativo de Internet y facilitar a los Estados miembros con recomendaciones de políticas con el objetivo de fomentar un entorno propicio a la libertad de expresión en la red.

La UNESCO ha organizado una serie de talleres en el Foro de la CMSI y las reuniones anteriores del Foro de Gobernanza de Internet desde el año 2006 para iniciar los debates sobre la libertad de expresión y la protección de la privacidad.

La UNESCO publicó un pionero de establecimiento de normas informe sobre la libertad en Internet titulado “La libertad de conexión – Libertad de Expresión: La Ecología Cambio Legal y Regulatorio de cara al Internet”.

Freedom of Expression on Internet
UNESCO recognizes that the Internet holds enormous potential for development. It provides an unprecedented volume of resources for information and knowledge and opens up new opportunities for expression and participation. UNESCO assumes its responsibility of promoting freedom of expression on Internet and has integrated it to its regular program. The principle of freedom of expression must apply not only to traditional media but also to the Internet and all types of emerging media platforms which will definitely contribute to development, democracy and dialogue.

With growing access to information in cyberspace, there is a raise of limit of access and information in cyberspace, done by a variety of actors which have diverse goals and values. In addition to Internet’s transborder feature, there are so many factors shaping the level of free expression on Internet, and there exist various policy approaches which have implication on freedom of expression. The real challenge is to fully exploit the potential of new media while not compromising civil liberties, including the right to freedom of expression, to education and also to privacy.

UNESCO seeks to trigger discussion on a wide range of issues related to Internet freedom at global, regional and national levels. UNESCO takes the responsibility to explore the changing legal and regulatory framework of Internet and provide member states with policy recommendations aiming to foster a conducive environment to freedom of expression on the net.

UNESCO has organized a series of workshops in past WSIS Forum and Internet Governance Forum meetings since 2006 to trigger debates on freedom of expression and privacy protection.

UNESCO published a pioneering standard-setting report on Internet freedom titled “Freedom of Connection – Freedom of Expression: The Changing Legal and Regulatory Ecology Shaping the Internet”.

ORANJESTAD/WASHINGTON -United Continental Holdings, Inc. announced that it is converting to paperless flight decks and deploying 11,000 iPads to all United and Continental pilots. The electronic flight bags (EFB) replace paper flight manuals, and as a first for major network carriers, provide pilots with paperless aeronautical navigational charts through an iPad app. Distribution of iPads began earlier this month, and all pilots will have them by year end.

The iPads are loaded with Jeppesen Mobile FliteDeck, the industry’s premier app featuring interactive, data-driven enroute navigation information and worldwide geo-referenced terminal charts. The enhanced full-color, high-quality information display ensures the right information is displayed at the right time.

Each iPad, which weighs less than 1.5 pounds, will replace approximately 38 pounds of paper operating manuals, navigation charts, reference handbooks, flight checklists, logbooks and weather information in a pilot’s flight bag. A conventional flight bag full of paper materials contains an average of 12,000 sheets of paper per pilot.

The green benefits of moving to EFBs are two-fold–it significantly reduces paper use and printing, and, in turn, reduces fuel consumption. The airline projects EFBs will save nearly 16 million sheets of paper a year which is equivalent to more than 1,900 trees not cut down. Saving 326,000 gallons of jet fuel a year reduces greenhouse gas emissions by 3,208 metric tons.

With iPad, pilots are able to quickly and efficiently access reference material without having to thumb through thousands of sheets of paper and reduce clutter on the flight deck. United and Continental pilots’ work will be streamlined as they can immediately download updates on iPad to their electronic flight materials, rather than waiting for paper updates to be printed and distributed.

In addition, by eliminating bulky flight bags loaded with paper, pilots will have less to lift and carry through airports and onboard the aircraft, reducing the risk of injury while on duty.

La Organización de Turismo del Caribe (CTO por sus siglas en inglés), en colaboración con el gobierno de este país, invita a todos los operadores turísticos de esa región y a sus socios estratégicos a participar en la “Conferencia sobre el Estado de la Industria Turística”, una convocatoria que tendrá lugar entre el 15 y 17 de septiembre próximo en esta isla caribeña.

Explican sus organizadores en un comunicado de prensa que esta nueva cita del sector turístico caribeño se fundamenta en el éxito obtenido por la Conferencia sobre la Estrategia del Liderazgo, realizada en Barbados el año pasado, y persigue satisfacer la necesidad expresada por los miembros de la CTO, incluidas las agencias de viajes asociadas, de efectuar anualmente una reunión de este tipo.

Así, durante dos días completos, el 16 y el 17 de septiembre, representantes de los sectores público y privado del área turística, encabezados por un gran número de expertos, analizarán en esta oportunidad varios asuntos complejos como, por ejemplo, la superación de las trabas a los viajes interregionales, cómo utilizar los recursos escasos de una manera más eficiente, cómo atraer a los viajeros acaudalados, y cómo ser eficazmente competitivo.

“El análisis de la situación del sector no va a tratar solamente sobre los desafíos que enfrentan sus integrantes, abordará también cuáles son las claves para aprovechar exitosamente las circunstancias que rodean al mercado turístico”, refiere la nota de convocatoria.

Al igual que otras conferencias preparadas por la Organización de Turismo del Caribe, este evento representa una oportunidad ideal para reunir a todas las personas que se desempeñen o estén interesadas en actividades relacionadas con el turismo de esta región, o en las industrias vinculadas con este sector.

ORANJESTAD – For Aruban windsurfing prodigy Sarah-Quita Offringa, each year on the PWA circuit is another opportunity to set new records and enhance her reputation. Not content to be the youngest Women’s PWA World Champion in Freestyle for three years running since the age of 17 which made her the youngest in PWA history, she decided to pursue the title in Slalom Racing, and after being ranked 3rd last year, accomplished her goal during the Pegasus Airlines PWA World Cup in Alacati, Turkey.
At the close of competition on Sunday, August 15, she sailed away with the title of PWA Women’s World Champion in Slalom, after having again secured the top spot in Freestyle during the Sotavento Fuerte­ventura World Cup taking place in Spain from July 20 to August 1.
Intense competition in the final Freestyle match in Spain against veteran competitor Laure Treboux had sports writers describing Sarah-Quita’s performance as “inspiring.” Though Treboux “was on fire” during her semi-final match, and “upped her game” when battling against Sarah-Quita, “she was unable to match the power and diversity of Offringa’s moves. Offringa was awarded the victory to the cheers of the crowds on the beach after an amazing season where she was unbeaten on the water.”
During the awards, Sarah-Quita demonstrated her gracious sense of sportsmanship; “It’s my fourth world title and I am really happy. I sailed a great heat landing all my biggest moves. It’s a great way to finish the year. I am really pleased for Laure, Yoli and Xeni; they are all sailing really well,” she told reporters.
From Spain, it was on to Turkey for another ten days of competition to claim her first PWA Women’s World Champion title in Slalom Racing. “Offringa took charge on the first day of competition, powering her way through the first elimination and obviously enjoying the flat water in Alacati,” reports the PWA. On day six of the competition, Karin Jaggi of Switzerland “sailed a faultless race in elimination ten to secure her place in number one and to finish the event on a high.”
Sarah-Quita took second place in Turkey, but her overall performance this year secured her the points to claim the PWA Women’s World Champion Slalom Racing, again setting new records and PWA history with two titles at the age of only 20.
